Doubts grow over US bank rescue plan

A PROPOSED $US700 billion ($830 billion) bailout for the banking industry leaves many questions unanswered, but has prompted fears about giving the US government unprecedented power to intervene in the economy, analysts said Monday.

The plan would allow the US Treasury to sell new debt to purchase the vast amounts of mortgage securities and other "toxic'' assets that have caused a freezeup of the financial system.

Markets welcomed the announcement of the plan last week, but analysts say the sobering reality may make it highly complex to implement. Some critics say it gives unparalleled authority to the government in the finance system.

The plan is "three pages long'' and "asks for a staggering sum of money with wide-ranging powers to buy the broadest amount of mortgage-related securities with a minimal of oversight,'' said Andrew Busch at BMO Capital Markets.

"This is a huge leap of faith and I suspect that leaders of Congress and the presidential candidates will urge caution or act cautiously.''

One key question is how the government will value the dodgy mortgage-backed paper that the banking system refuses to buy.

"The Treasury did not provide much detail on how the assets will be priced, other than through market mechanisms where possible,'' said economist Brian Bethune at Global Insight.

NOTE: RECENT REPORT ON AIG HAS CAUSED MAJOR EFFECTS.

"We expect discounts on asset transactions will be anywhere from 20 per cent to 80 per cent, depending on the quality of the assets or the asset package involved.''

Some analysts point out that if the Treasury pays fair value -- Merrill Lynch, for example, sold some of its distressed securities for 22 cents on the dollar -- it could create fresh losses for banks and lead to more failures.

Mark Zandi at Economy.com said the idea was positive but may be hard to implement.

"In practice, a reverse auction for mortgage assets may be tricky to pull off,'' he said. "Auctioning mortgage-backed securities could prove especially problematic, since each security is so idiosyncratic.''

Beyond the technical questions, the plan dubbed by some as "the mother of all bailouts'' has raised hackles among some who fear it gives too much power to the government in the financial markets, especially with a clause providing immunity from lawsuits.

Robert Brusca at FAO Economics said the bailout plan "really isn't a plan and may not bail anything out ... The crux of it seems to be to dump the losses on taxpayers.'

"It gives the Treasury imperial power with respect to a simply huge amount of funds,'' said Yves Smith, a financial analyst with the website Naked Capitalism. "This is a financial coup d'etat, with the only limitation the 700-billion-dollar balance sheet figure.''

Some lawmakers also were sceptical about the carte blanche authority the proposal would give the government.

Texas Republican Representative Jeb Hensarling said lawmakers should carefully study options before approving the plan.

"Congress is being asked to support an uncertain entity, costing an uncertain amount of dollars, for an uncertain duration,'' he said.

"My fear is that taxpayers will be left with the mother of all debts, the federal government becomes the lender and guarantor of last resort, and our nation finds itself on the slippery slope to socialism.''

Despite the protests, many expect the plan to be approved to help stave off a further meltdown of the financial system with dire economic consequences.

"We were on the edge of the abyss last week,'' said Ed Yardeni at Yardeni Research.

"The question is whether so much government intervention will avert the most dreaded consequences of Wall Street's excesses, namely a financial meltdown and an economic depression .... The answer, I think is that it will work, and that the economy should grow next year.''
Economist Scott Anderson at Wells Fargo said the plan is needed even if it was imperfect.

"An economist's instincts are never in favor of a solution that puts taxpayer money and the US Treasury's finances at risk to correct the mistakes of a profit-driven industry,'' he said.

"Nevertheless, we are left with the realization today that this is a Great Depression-style financial crisis that requires a Great Depression-style solution.

"Indeed, the US government alone is the only institution uniquely equipped to deal with a problem of this magnitude. It is precisely for moments like this we have a government. Failure to act would be a failure of leadership.''

Reverse mortgages available to help area seniors

If you're 62 or older and want or need some extra money, then a reverse mortgage might be for you.

That's the message Russell Buker is trying to spread throughout the Lakes Region to seniors who are feeling the pinch of the current economic slowdown, or who just want to improve their lifestyles.

"Anybody can get a reverse mortgage loan as long as they own their house," Buker said recently during a reverse mortgage seminar at the Belknap Mill, and the proceeds can be used for "anything you want," including a second home.

NOTE: REVERSE MORTGAGE IS COMMONLY PRACTICED BY THE ELDERLY.

Proceeds from reverse mortgages can be paid in a lump sum, monthly, as a credit line or a combination of the three. Repayment of the reverse mortgage is due when the applicant no longer uses the mortgaged property as their primary domicile, when, as Buker noted, "You permanently leave your house," due to relocation to a nursing home, to another residence or death.

Reverse mortgages have been around for about 10 years, said Buker, but have become prominent in the last 3-4 years. He added, however, that they remain misunderstood and some people fear them because they sound "too good to be true."

"A lot of seniors are literally in debt," he said, and a reverse mortgage could be a good way out for them.

In response to the "negativism" surrounding reverse mortgages, Buker holds occasional seminars on the subject and he hands out a pamphlet that corrects eight of the "myths" behind reverse mortgages.

Among the myths the pamphlet addresses are that "you sell your house to the bank" when the reality is that "you always keep title of your house and have complete control over it."

Also, you cannot be forced from your home, nor do you have to be debt-free to qualify for a reverse mortgage. Homeowners can get a reverse mortgage but must first pay off any current mortgages or debts.

There are no income qualifications to obtain a reverse mortgage, which is based on the applicant's age, value of their home, amount of equity in the home and current interest rates.

Money received under a reverse mortgage is considered a loan, not income, meaning that an applicant's Medicare and Social Security benefits will not be affected.

Heirs to a property that has a reverse mortgage on it can repay the loan when it becomes due or sell the property and use the money to repay the reverse mortgage.

Also, there are no monthly payments and reverse mortgages can be obtained for condominiums, multi-family dwellings as well as manufactured housing.

BRIT HUME, HOST: And by his administration, he means principally two people, that would be Federal Reserve Chairman Ben Bernanke, appointed by President Bush, and his Treasury Secretary Henry Paulson.

Indeed, Barney Frank, the Chairman of the Financial Services Committee and the House Representative said today about those two guys, quote, "What we have is over the horizon comes the Loner Ranger, that's Bernanke, and his faithful companion Paulson.

They're good guys, but that's not how it should be, that is unilaterally using their powers to help these struggling companies. That is why we're having hearings."

Well, the question arises how are the Lone Ranger and his faithful companion Paulson doing?

Questions and some thoughts on this now from Bill Sammon, Fox News Washington Deputy Managing Editor, Jeff Birnbaum, Managing Editor- Digital, of The Washington Times, and FOX News contributor and syndicated columnist Charles Krauthammer, also a FOX News contributor.

Jeff, you have been watching these financial matters for a long time, and you even once worked for The Wall Street Journal and Fortune magazine. So this is your territory. How are Bernanke and Paulson doing?

NOTE: JEFF BIRNBAUM IS A RESPECTED COLUMNIST.

JEFF BIRNBAUM, COLMUNIST, THE WASHINGTON POST: I think they're running as fast as they can to stay ahead of a massive wave, and they're doing fairly well.

I think that, especially if they take another step, which is rumored, and we mentioned earlier in the show that there might be a special agency set up to take the billions of dollars of mortgage securities and other debts that cannot be valued.

That's the whole basis of this crisis. There are all sorts of debt instruments, securities of various kinds that are traded that nobody is willing to buy, because they don't know how much they're worth. Many of them —

HUME: They don't know how bad mortgage — how many bad mortgages may be attached to those packages of loans that they're buying.

BIRNBAUM: It's mortgages and other fancy financial instruments that are derived from mortgages.

HUME: Right.

BIRNBAUM: So no one know how much they are worth, really, or, another way to say it is no one knows how much they're really willing to pay for them because they don't know how much they're worth and how to profit from them.

HUME: So they can't be traded, really.

BIRNBAUM: They cannot be traded and have not been traded. In fact, the core here is that credit markets are completely seized up. The amount of money that normally flows from banks to investors and then to businesses has basically stopped.

That's why the federal government has been pouring tens of billions into the marketplace. They may take this additional step to finally collect some of these unsellable securities and try to sell them themselves.

HUME: But the fact that they're unsellable and unvaluable doesn't mean that they're worthless, does it?

BIRNBAUM: Oh, these are billions of dollars of securities that may be worth $100 billion or $50 billion. They're worth something, but no one knows exactly how much.

BILL SAMMON, FOX NEWS WASHINGTON DEPUTY MANAGING EDITOR: We will just have to wait for the market to come back and properties to start selling to see how much money you can get on the dollar for those properties.

But for the moment, since no one is buying and they are seized up, they are treated almost as worthless assets in some regard.

I think the fact that, as Jeff said, the administration is dumping tens of billions of cash into the credit markets to stimulate the credit markets so that it doesn't seize up answers your question about whether they are being proactive enough in the Bush administration.

As we speak, Paulson and Bernanke are on their way to Capitol Hill to meet with lawmakers of both parties, both houses of congress. President Bush has canceled a number of trips to hunker down.

He has gotten a lot of criticism because he hasn't come out and done a big speech or a big, high-profile press conference.

But you have to remember, this is the kind of crisis — this isn't like the Russian-Georgia crisis where you want to be out in front every day using the bully pulpit. This is the kind of crisis where you don't want to exacerbate it by exposing yourself to a bunch of reporters that are going to turn it into a feeding frenzy, and Bush says some gaffe that further de- stablizes the market.

So I think it is better to be discreet and prudent and carefully measured with your words.

HUME: Do you give them reasonably high marks?

HUME: What about you, Charles?

CHARLES KRAUTHAMMER, SYNDICATED COLUMNIST: On the issue of these instruments, if there's something you can't sell, it may be worth a lot, but its price is zero as of today.

HUME: Right.

KRAUTAHMMER: And that's why all of this stuff is seizing up.

As for the Lone Ranger and Tonto, I think on a day in which the market widely swings up, you don't want to at attack them.

However, a criticism of them could be made that they have been acting without a principle or a rule or a logic. They come in, swoop in, and they save Bear Stearns. They then nationalize Fannie. They then let Lehman dissolve and disappear, saying, "The bank window is closed. We're not going to bail people out." Three days later AIG is nationalized.

Now, I could argue, and the markets will decide if all of this was wise and had to be done, but in a market in which the panic is ensuing because people have uncertainty as, for example, you mentioned on the value of these instruments, you would think that you don't want to add uncertainty.

And I think what Paulson and Bernanke have done has been reasonable. But it does introduce extra uncertainty in a situation in which it is already rampant.

I'm not sure that they had other alternatives, but, in the end, the judge of all this will be the market. If it survives, these guys are geniuses, and they are the David Petraeus of this campaign. Otherwise, they will be the William Caseys.

HUME: All right. What has all this economic uncertainty done to the presidential race? We'll talk about that next.

SEN. JOHN MCCAIN, (R) PRESIDENTIAL CANDIDATE: While Senator Obama and congressional leaders don't know what to think about the current crisis, we know what their plans are for the economy.

Today, Senator Obama's running mate said that raising taxes is patriotic.

CROWD: (BOOING)

MCCAIN: Raising taxes in a tough economy isn't patriotic. It's not a badge of honor. It's just plain dumb.

SEN. BARACK OBAMA, (D) PRESIDENTIAL CANDIDATE: With the magnitude of the crisis apparent even to the Bush White House, John McCain wants to reverse himself. He wants to reverse course.

Now, all of a sudden, he has become a populist. Now he's unleashed an angry tirade against all the insiders and lobbyists who happen to have supported him for the last 26 years, the same folks who are running his campaign right now.

HUME: Well, McCain has come out with some proposals. One of them is to fire the head the Securities and Exchange Commission and one of his former Republican colleagues Chris Cox. The administration rejects that idea.

He has also come out with the idea of basically reconstituting the old resolution trust company which bought out the bad assets in the savings and loan mess some years ago, an idea that other have proposed as well.

He is also, as you heard, attacking Obama for the idea of raising taxes.

Obama, of course, as you heard, attacking him for the same old policies and same old people.

The polls suggest that this crisis has given Obama a distinct bounce. The debate is now unfolding. We have seen McCain, as Obama correctly said, trying to reconstitute himself a bit here. Who is coming out ahead here, Bill?

SAMMON: I think generally speaking bad news on the economy is good news politically for Barack Obama.

HUME: We understand that, that's the bounce. But what about how the two are responding to the crisis itself?

SAMMON: McCain is, as of today, trying to aggressively pivot to an attack on Obama on taxes, because if he can get beyond the discussion of how dire the economic meltdown is and say how will you deal with it, by lowering or raising taxes, you can perhaps position yourself a little bit better than he has been.

And he has been hurt in the last few days by this economic crisis.

HUME: Jeff, your thoughts on what he has proposed in addition to attacking Obama? It is more than Obama has proposed.

BIRNBAUM: Much more, and more on the point, I think. I think McCain stumbled badly for the last couple of days, at one point repeating his line about the fundamentals of the economy being strong. He shouldn't have said it on that day.

HUME: It may be true, but he shouldn't have said.

BIRNBAUM: Exactly. The idea of calling for a commission — not a good idea.

But he has recouped. I think this resolution trust agency idea is one that the administration may, in fact, accept. That is to put all of these securities in one place and try to sell them now that they can't be sold.

HUME: Or to buy them up.

BIRNBAUM: Buy them up-

HUME: Hold them and try to sell them later.

BIRNBAUM: And then try to sell them later.

HUME: But it essentially takes them off the market.

BIRNBAUM: Right. And that idea is what was responsible for the run up in the stock market at the end of today.

I think that McCain finally is getting it right. Attacking Wall Street, coming up with concrete proposals, and saying that a tax increase is the wrong idea against Obama.

It may be a little too late politically, but at least he has a proposal that I think fits the subject, something that Obama yet has not come up with.

HUME: Well, then it might not be too late, or might it, Charles?

And it's a remarkable move for McCain.

KRAUTAHMMER: Yes.

HUME: He's nothing if not trying to be agile.

KRAUTAHMMER: I think the word I would use to describe it is "audacity," and it really is.

But, look, I think what he has said has additionally hurt him. I think it had an effect, and now I think he is regaining his ground.

But I'm not sure that anybody is believing in the proposals of either candidate. They are both now wildly populist on this, and I think ordinary folks have a sense, as I do, that neither of them has the slightest idea what to do.

As Harry Reid has said —

HUME: Harry Reid said he doesn't know what to do, and he said nobody knows what to do.

KRAUTAHMMER: Outside of the Lone Ranger and Tonto, I'm not sure a lot of people do.

I think what is really happening here and the reason Obama is recovering is because the crisis trumps and negates celebrity. The bump McCain had was entirely a Palin effect. It was a "Sarah surge." And at the time, three weeks ago, the economy is calm, Iraq is basically not an issue, and she seized the public imagination.

In a crisis, if you're worrying about your retirement and money market account, celebrity and charisma disappears. And that's why her bounce has disappeared.

BIRNBAUM: I think that's where McCain can get back momentum. Experience will be very important here.

The problem is that I'm not sure he's credible as having experience on the economy. But experience in Washington helps when there's so much of a crisis that it's facing.

Summit County MRDD Superintendent Tom Armstrong is meticulous about keeping receipts to back up his expenses.

Note: Armstrong is a respected personality in the Summit County.

In the last three years, he has been paid nearly $32,000 in expenses, ranging from meals to hotel stays to auto repair bills, according to a Beacon Journal review of his expense reports.

The receipts show:

• He has lunch and dinner meetings several times a month. He favors bars and taverns as opposed to high-end restaurants, often eating at places such as the Rusty Bucket Corner Tavern, Fado Irish Pub, Winking Lizard Tavern and Bennigan's.

''I'm not an extravagant guy,'' Armstrong said. ''I'm not trying to wine and dine on the county's dime.''

• The MRDD has a policy of not paying for alcohol. And while receipts often show alcoholic drinks, Armstrong doesn't seek reimbursement for them.

• County government workers aren't reimbursed for travel and meals inside the county. Armstrong is. MRDD is governed by an independent board and supported by a levy, with different rules applying to agency employees.

• Some of Armstrong's lunches and dinners are with board members and MRDD workers. Asked why meetings couldn't take place without billing taxpayers for a meal, board President Linda Bordenkircher and member William Ginter said the expenses are justified.

Lunch or dinner may be the only time available to meet, they said. Many meetings often take place without a meal, they added.

• Taxpayers paid his $750 membership to the NAACP in 2006.

• Armstrong doesn't skimp on car washes. He often has his car washed at the Ultimate Wash & Lube in Hudson and is charged $14. He usually provides a $3 tip — which also is picked up partially by taxpayers.

Armstrong said the washes are a legitimate maintenance expense.

• Taxpayers have paid $1,160 toward his personal auto insurance over the last three years. That expense also is justified, Armstrong said, because he has to pay more for insurance since he uses his vehicle more for work.

• Armstrong has his 2001 Land Rover Discovery II serviced at the Land Rover dealership in Akron. In February 2007, he paid $83 to have three new windshield wipers installed. Taxpayers picked up more than half that cost.

Carolyn Holladay, president of the Weaver Workshop and Support Association, representing 290 MRDD workers, said the union has raised questions about Armstrong's expenses in the past, but their concerns have been ignored.

''The taxpayers are going to be horrified, I think,'' she said.

Given the success the guy has clearly achieved (great increase in money brought to Summit MRDD during his tenure), the small expense is money well spent. Must be a slow news day to make an issue over a NON-ISSUE...

NAACP dues are NOT a Legitimate Expense....it's not necessary to do the job!!! What Fools are running slummit county!

Increased Medicaid $ resulted from efforts at the State level and benefiited all 88 counties in Ohio. Giving Armstrong credit for the additional medicaid $ is quite a stretch.

Worst 'alleged' celebrity cosmetic tweaks

It just wouldn't be a Tinseltown plastic surgery roundup without Michael Jackson topping the list of the alleged. Appearances aside, the only procedures Michael himself owns up to are a couple of nose jobs and the creation of a cleft chin, which he wrote about in his 1988 memoir, "Moon Walk." Photos tell a very different story. From the looks of things (like his eyes, lips, cheekbones and jaw, for instance), the King of Pop hardly has any untouched facial real estate left.

Note: Cosmetic Surgery's a Fad in the entertainment industry.

Edging out the expected Meg Ryan entry for the troutiest pout spot (and that's no small feat), is Lara Flynn Boyle. Lara's just a newbie in the world of alleged celebrity overhauls, but she's already making up for lost time. As recently as last year, the actress could be seen looking pretty much like her usual self, but in March of this year she debuted a whole new look featuring a frozen face and a balloonish mouth. The change was so sudden and drastic that many viewers had a hard time even recognizing Lara when she appeared on "Law & Order" this season.

She was the oldest contestant to ever move across the dance floor on "Dancing With the Stars," but Priscilla Presley's face remained completely still the whole time. The limited motion and lineless look the 63-year-old wears is a result of botched silicone injections. Rather than pretend nothing happened, as is the typical Hollywood habit, Priscilla admits that Dr. Daniel Serrano "worked on" her. The (not-so) good "doctor" supposedly erased the telltale signs of aging by injecting his victims, er, patients with industrial grade silicone. Serrano served some prison time for malpractice, but Priscilla's the one left with the life sentence.

Former '80s heartthrob Mickey Rourke looks remarkable nowadays — in the worst possible way. The actor-turned-boxer-turned-alleged-plastic surgery sucker is barely recognizable from the man who graced the screen in "9 ½ weeks." There's no single feature that stands out as too tweaked, as Mickey's entire face was affected by whatever happened. From his tight eyes to his altered nose to the complete wind-swept look of his face, he's truly a changed man.

According to Nicole Kidman, she doesn't belong on this list. Last year the "Margot at the Wedding" star told Marie Claire, "To be honest, I am completely natural." Despite her oddly wrinkle-free flesh, she added, "I have nothing in my face or anything." Well, her lips say no, but her forehead says yes. Actually, her lips are sending mixed messages. See, Nicole, who's earned the unfortunate moniker "Bat Brow" due to what many suspect is an over-Botoxed brow line, also sports a plumper than usual pucker. Somehow, over the years, her au naturale pencil thin lips have grown to mini-Jolie proportions.
